Commission for the Regions Terms of Reference
1. Introduction
1.1 The International Executive Committee is the governing body of the International Bureau for Epilepsy.
1.2 The Commission for the Regions was established by the International Executive Committee in September 2005.
1.3 The Commission for the Regions will work within the ambits of the policy framework set by the International Executive Committee.
1.4 The Chair and members of the Commission for the Regions shall be appointed by the President of the Bureau and approved by the International Executive Committee.
1.5 The President of the Bureau shall be an ex-officio member of the Commission for the Regions.
1.6 The quorum will be half the members (excluding ex-officio members), present in person.
1.7 Meetings of the Commission will be convened as is necessary to enable the Commission to discharge its functions effectively.
1.8 The Commission for the Regions cannot commit the Bureau to any new programme expenditure or impose significant additional administrative costs without the prior approval of the International Executive Committee.
1.9 The Commission for the Regions shall submit an annual budget and plan of activities each year for the approval of the International Executive Committee.
2. Aims
2.1 To monitor the implementation of the new IBE constitution and to encourage and support the regions in matters linked to the Constitution.
2.2 To evaluate the impact and practical consequences of the new IBE constitution in the regions and, if necessary, to advise the International Executive Committee on appropriate amendments that might be introduced.
2.3 To assist and support the Regional Commissions in creating regional commissions and task forces and to identify and need for special support.
2.4 To encourage dialogue between the Regional Committees and the International Executive Committee.
3. Objectives
The Commission for the Regions will, inter alia :-
3.1 consider the need for development of materials and make recommendations to the International Executive Committee;
3.2 consider the need for and provision of training sessions for the Regions within Conference workshops and make recommendations to the International Executive Committee;
3.3 provide a forum for the exchange of information, expertise and experience between the Regions;
3.4 provide a liaison point between the Regions and the International Executive Committee;
3.5 liaise with other IBE and ILAE Commissions, Task Forces and other groups on issues of common interest.
